The Atlas Clinical Intelligence Platform provides administrative decision-support guidance only. All recommendations, determinations, level-of-care suggestions, appeal assessments, and authorization language generated by this Platform are informational tools to assist trained clinical staff and do not constitute medical advice, clinical diagnoses, or treatment decisions. Final clinical adjudication, including all level-of-care determinations and medical necessity decisions, remains the sole responsibility of the licensed attending physician and authorized Physician Advisor. This Platform does not replace the professional judgment of a Medical Doctor.
These Terms of Service ("Terms") govern access to and use of the Atlas Clinical Intelligence Platform ("the Platform"), a software-as-a-service product offered by Signal Core Solutions ("Company," "we," "our"). By accessing the Platform, you ("User") and your employing healthcare facility ("Facility") agree to be bound by these Terms and all applicable laws and regulations, including HIPAA, the CMS Conditions of Participation, and any applicable state healthcare regulations.
If you do not agree to these Terms, you must immediately cease using the Platform and notify your Facility administrator.
The Platform is licensed exclusively for use by authorized healthcare facilities and their credentialed clinical and administrative staff for the following purposes:

The Platform utilizes artificial intelligence and machine learning models to analyze clinical documentation and generate recommendations. These outputs are strictly administrative decision-support tools.
The Platform's outputs — including but not limited to level-of-care recommendations, appeal likelihood assessments, peer-to-peer talking points, authorization packet language, CDI queries, and training guidance — do not constitute the practice of medicine, clinical diagnosis, or medical advice.
Signal Core Solutions expressly disclaims all liability for any clinical outcome, payor decision, patient harm, or financial loss arising from reliance on Platform outputs without independent physician review and approval. The Facility and its licensed practitioners bear sole responsibility for all final clinical determinations.
The Platform is designed to assist, not to replace, the clinical judgment of trained healthcare professionals operating within their scope of practice and applicable clinical guidelines.
Signal Core Solutions operates as a HIPAA Business Associate with respect to Protected Health Information ("PHI") processed through the Platform. All use of PHI is governed by the Business Associate Agreement ("BAA") executed between Signal Core Solutions and the Facility.
Users must not input PHI into the Platform without a valid, signed BAA between their Facility and Signal Core Solutions. For details on how PHI is handled, stored, and protected, please refer to our Privacy Policy.
Users are responsible for maintaining the confidentiality of their login credentials. All accounts require multi-factor authentication (MFA). Sessions automatically expire after 30 minutes of inactivity. Accounts inactive for more than 30 days are automatically disabled as a security safeguard. Users must immediately report suspected unauthorized access to their Facility administrator and to security@signalcoresolutions.com.
To the fullest extent permitted by law, Signal Core Solutions shall not be liable for any indirect, incidental, consequential, special, or punitive damages arising from use of or inability to use the Platform. Signal Core Solutions' total aggregate liability for any claims related to these Terms shall not exceed the total fees paid by the Facility in the twelve (12) months preceding the claim.
We reserve the right to update these Terms at any time. Material changes will be communicated to Facility administrators via email at least 30 days before taking effect. Continued use of the Platform following the effective date constitutes acceptance of the revised Terms.
By accessing the Atlas Clinical Intelligence Platform, you acknowledge that you have read, understood, and agree to be bound by these Terms of Service. If you are accepting these Terms on behalf of a healthcare facility, you represent that you have the authority to bind that organization to these Terms.
